ERM jobs only in status "waiting"

Dear experts,

I need a big help:

All JOB's ERM stay with status Waiting and not start. the CUP and RAR jobs are working correctly.

I checked the SAP note 1455887 and some community posts without indicating that caused failure. But the immediate solution is system restart.

This problem has occurred with frequency here. My environment contains nine companies, and to restart the system still need to negotiate this with everyone. It is very complicated and takes a long time.

You know any way to solve the problem of JOB's without restart the system? or definitively correct?

Some information:

SAP GRC AC 5.3

SP 19.3

The problem occurs only in ERM (in all jobs);

Job's in RAR and CUP are OK;

Workaround: Stop / Start system;
